Exiftoolで

  • Create Date: 2023:11:24 08:27:35
  • Offset Time: +09:00

となっているPNG画像の時刻が
iPhone 「写真」: 11-24 08:27 // 想定通り
Google Photos: 11-23 23:27
になる
同じ形式でAVIFに書き込むとGoogle Photosでも正しい時刻といっしょにGMT+9と表示されているので、Google Photos側の問題？
