[pwrmgr,ipgen] Remove the old and use the ipgen files

Both hw/ip/pwrmgr and hw/top_earlgrey/ip/pwrmgr are removed. Various hjson and BUILD files and some docs are changed to use the ip_autogen directory. Signed-off-by: Guillermo Maturana <[email protected]>
