These are my addons.

I disabled every addons except spelling police, but it still doesn't work.

Odd... Which dictionary file are you using?

ETA: Try testing the one in the reame first.

It should work perfectly fine on windows given these settings. But just in case you downloaded this file incorrectly, I have included it as a zip. en-US-3-0.zip It should be 431KB extracted.

If it still doesn't work and you've disabled every other addon, then the only other thing I can think of is your system security/permissions.
