add a user configuration for a whitelist of organizations to look for tmplits
Why
Currently, we only look in @loupeteam/ for tmplits to load on start up. This is partly for simplicity in the search, but mostly for security. Since we automatically load any code in the tmplits folders, we don’t want to load arbitrary code from any package. By forcing them to be in a specific organization, the user has more control over what loads.
To allow other organizations to leverage package managed tmplits we need to allow them to specify their or other organizations to load
