Unable to understand how to test an action

I feel incapable.

I had left it but now with a problem that I have I wanted to do a test of the call to action and I am not able.

It is an Observer that has an action in the updated() method

Observer

public function updated(LoggerAnalyzer $loggerAnalyzer)
{
   Log::debug("Observer update for logger analyzer {$loggerAnalyzer->id}");
   Cache::put("loggerAnalyzer.{$loggerAnalyzer->id}", $loggerAnalyzer, 360);

   if ($loggerAnalyzer->isDirty('elastic_id')) {
       Log::debug("Observer for {$loggerAnalyzer->id} send TriggerSelectAction {$loggerAnalyzer->elastic_id}");
       TriggerSelectAction::run($loggerAnalyzer);
   }
}

Action

class TriggerSelectAction
{
  use AsAction;

  public function handle(LoggerAnalyzer|LoggerModem $logger)
  {
      // Some code and logic

I read manual but I think that my difficulty with English makes me not understand the mechanism well.

Tried

Below and others.

TriggerSelectAction::shouldRun()->with($loggerAnalyzer)->andReturn();
TriggerSelectAction::shouldRun()->with($loggerAnalyzer);
TriggerSelectAction::shouldRun()->andReturn();

I only need to verify if the Action is called by the observer
