This PR adds a gitea operator which checks if a team namespace is added, afterwards it will check if the gitea container has the status 'ready'. When this is done it will exec into the gitea container and run a gitea CLI command to change the group mapping.
This replaces the functionality in Core which did the same thing but which also resulted in the gitea container restarting, which doesn't happen with this solution.
