[Feature Request] Support dynamically increasing replication factor of requested topics

Cruise Control has an implicit support for increasing RF of Kafka for sample store topics if configured so. However, it does not support increasing RF for any topic on the fly.

This support would help Cruise Control ensure that RF increase requests are consistent and centralized from a single source -- i.e. Cruise Control rather than other scripts.
