多任务下载（任务多达500个），暂停后，再次直接启动都是flase启动不了，必须重建，这个时候出现了断点续传不正确问题! #716

这个情况的前提是，我每次暂停后启动都是重新建立任务（参数与上一次完全相同，因为直接启动false）
这个是断点续传问题？还是每次建立任务后都是重新下载？

2.progress 里判断断点续传有时候成功，有时候失败？
