Pass the whole config everywhere

We regularly break up the config dictionary by section and pass only a section to a subsystem of ours.

This issue would be to pass the whole config everywhere, to allow any module to see any other module's config. The idea being in part to prevent our current implementation choices from affecting the ergonomics of the config too much.

This will allow us tobe more free-form as we get feedback about the config to simply change its organization to make sense to the user.
