Starting with Ubuntu 18.04 and Debian 10 the nodejs-legacy package is no longer available/necessary.

Starting with Ubuntu 18.04 and Debian 10 the nodejs-legacy package is no
longer available/necessary. With these changes ansible checks if the nodejs-legacy package needs to be installed or not.
