Reuse the memory in the wasm compressor

Currently each wasm compressor instance holds its own memory so we can't blindly increase the number of instances. Instead we can make it shared (and update the marking mechanism accordingly), so that we can control the memory cache ourselves. This can improve the max memory used during the compressor.
