Create acceptance tests to run against staging

Should be a happy path test with some extra bits to hit all external services. Discussion might be needed on this one.

Current plan is to run these via browsertest container as part of helm chart (Kubernetes Job object or helm test hook).

• needs to deal with continuum test auth (create account? pass in credentials via env?)
• need to be able to select subset of tests to run

testset created and set for staging deploy (used to gate deploys to production)
