Send gateway ready event to external handler

Need to consider if this is wanted. It may be worth adding. Along with this, should there be other features added to be able to notify the gateway client to restart, and maybe allow for changing the intents and whatnot? This could easily follow into creating a gateway -> http SaaS for people to make gateway bots with cloudflare 🤯
