"hoa hòe" also a misspelling, it must be "hoa hoè"

Though I'm not one of the developers, I thought it might be useful to provide a bit of info.
What you are suggesting is a "new" way of casting diacritical marks in the Vietnamese writing system. The old way favors the visual balance and how the sounds are recorded in terms of phonemes, whereas the new way favors the consistency in writing. Neither of them is more correct than the other. Both ways are accepted and should be supported in a contemporary Vietnamese input method engine. For further info, please check out the corresponding Wikipedia entry.
With regard to the repo, I personally think it would make more sense for this issue to be a feature request rather than a bug report.
