Ability to set proxy #59

I was try to set proxy using proxifier but no luck. Traffic goes throught proxy but i anyways see country limitation. I was try to proxy chatgpt.exe and msedge browser wrapper process.

#28 (comment) From what I know about tauri so far, it can't control the proxy software, and if it shows that it can't be accessed due to regional restrictions, the usual cause of this problem is still that the proxy is not set to global (just because the browser is available doesn't mean it's set to global). Or the region has been blocked by openai.
