Inconsistency in visibility of Prerequisites tab on topic nodes

Summary

Actual: Topic nodes with a thumbnail have a Prerequisites tab visible. Ones without don't show the Prerequisites tab.

Expected: It should always be visible irrespective of presence of a thumbnail.

How to reproduce

1. Create a topic without a thumbnail and save
2. Add a thumbnail image to the topic and save
3. Prerequisites tab becomes visible

Hello @intelliant01,

Thank you for submitting this issue! I apologize for my late response. I have submitted a fix for this. Due to complexities around handling prerequisites on topics (e.g. circular dependencies, how items inside of the topic are handled/shown in Kolibri), Studio should only allow prerequisites on non-topic items. This will be included in the next release.
