Clarify maintainership status?

Hello! I have not yet used migra, but I see it is a dependency of https://github.com/blainehansen/postgres_migrator which we are considering to use, and I'm curious about the current maintainership of migra.

My understanding is that LatchBio took over maintainership in Feb 2022, with this fork (i.e. https://github.com/latchbio/migra).

There are 72 open issues on djrobstep's fork of migra, 24 of which were opened since Feb 2022. It's a bit unclear if those issues should be directed there or to this fork of the project.

I guess the more general question is around the health of the project, how the maintainership is working out, and whether it's possible to clarify which repo is 'official' if there is consensus among former and new maintainers.
