Clean up spackages:

Remove more constrained variants for openmp and cuda
Instead look at how Kokkos was configured
Change dependency on Eigen to be "when kokkos and closures" not "when ~cuda"

@rbberger will:

Prototype in repo
Test with our CI
Push to spack upstream
