In MOCMC, Eddington tensors are calculated by particles which only live on interior cells of each MeshBlock. These Eddington tensors are communicated to populate ghost zones, but this hasn't occurred on the first step of the simulation. A task that's only called on the first cycle to do an extra ghost zone communication would solve this problem.
For now, just assume Eddington = diag(1/3) in ghost zones at the initial state.
