Retain separate JSON data format between author and story

Adding enhancements to Minerva Author could compile to backward compatible story

Author

especially configured waypoints and settings
links to external CSS for visualizations
links to "marker links" dictionary
waypoints as markdown

Story

embedded visualizations
analogous to compiled code
baked in author links to html
waypoints as list of html
