Deploy the self-monitor on pipeline activations

Description
As part of #425 deploy the self-monitor whenever a pipeline is active.

Criterias

• Have a feature flag, only if active the new logic will be active
• If the feature flag is on, whenever there is a Trace/Log/Metric Pipeline is defined, the self-monitor gets deployed
• The self-monitor will do nothing for now, having a dummy scrape and alert config
• The monitor gets deleted when there is no pipeline left
• The used image is based on the last LTS upstream image for now
