Dated “Planned Improvements” section in Managing Compute Resources for Containers

What would you like to be added
Remove the section about planned improvements. If any of those improvements are now implemented and not documented elsewhere, consider logging issues to track adding that information.

Why is this needed
The style guide recommends that authors avoid statements about the future.
