Add /stage command for k/features

Of the 108 currently open Features issues, 87 of them include an attempt to use /stage, which doesn't currently exist.

Could we roll this functionality into a current prow plugin?
It'd be helpful for people to be able to appropriately set the stage of a feature.

I came across this while creating kubernetes/enhancements#571 (comment).

IMO it would be good to have. Currently, folks without access to labels can't add it. They have to rely on someone else (in most cases, someone from sig-pm) to add it.

I think it will be helpful to keep the features up-to date as well, and without bugging other people to add it for them.
