E2E testing for customer roles

1. Create IAM User #1103 <- needs to be implemented
2. Restrict IAM Roles permissions #1873 <- needs to be figured out
3. Allow the re-use of a IAM role that is not created by kops. #2440 <- needs to be merged

Once all of that is done, I would like to have e2e tests that:

1. create roles
2. reuse the roles
