The k8s docs have upgraded the version of bootstrap to 4.3.1.
See kubernetes/website#14775. Let's update the version of bootstrap included in the reference guides. This change could simply copy the boostrap assets from k8s/website during the copy phase of the tool/reference generation so that the versions are always in sync. Verify that other assets should be updated, such as jquery.
