This is a small sub-task of #4338.

Own the Getting Started section in our internal site directory. This section should get end users up and running with Kustomize. This involves acquiring the Kustomize binary and a simple workflow to demonstrate Kustomize usage, as documented in this spreadsheet. Note the existing content in this section and reference the Notes for the Docs project. Feel free to propose new content.
