CI E2E Job for VPC failing

What steps did you take and what happened:

CI Job - VPC E2E failing consistently after merge of PR to restrict the inbound connection only on API_SERVER_PORT.

What did you expect to happen:

On further debugging was able to confirm the actual infra is getting created in the backed but the boskos gets stucked at the waiting for control-plane stage.
