Finish setting up this repository

A number of tasks remain. In no particular order:

• import code from kubernetes/test-infra (Import boskos subdirectory from kubernetes/test-infra #1)
• fix build (Fix build #2)
• get CI set up on Prow (kubernetes-sigs/boskos: configure prow plugins and jobs kubernetes/test-infra#17647)
  • build and unit testing using standard Go tooling (instead of Bazel), e.g. using gotestsum for junit output (Add verification and testing targets for CI #4)
  • verification scripts (go vet, other linters, and relevant verify- scripts from kubernetes/repo-infra) (Add verification and testing targets for CI #4)
  • image build (Build images without bazel #8) and pushes (Add job to push images from kubernetes-sigs/boskos kubernetes/test-infra#17718), maybe initially using Bazel, but eventually just using Docker
• import issues from kubernetes/test-infra
• fix any dependencies in kubernetes/test-infra (e.g. the GCP janitor script, Prow auto-bumper, etc) (Update go deps: k8s.io/test-infra/boskos -> sigs.k8s.io/boskos kubernetes/test-infra#17721)
• update any easily-discoverable golang dependencies in other repos
