Update snapshot controller resources

• Fix to apply resource constraints to snapshot controller

What is this PR about? / Why do we need it?

• See Resource constraints are not enforced on all the containers #637 and Apply resource constraints to all sidecar containers #640

What testing is done?

• Updated resources for snapshot controller stateful set and deployed in EKS. Pods were deployed without any issues. Ran kubectl get po -A -o json | grep -B 3 -i '"resources": {},' to verify the resources have been properly populated to the pods.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
