HNC: Properly update the HierarchicalNamespace.Status.State #487

Part of #457

The changes of the state include

missing -> ok when the subnamespace is created;
missing -> conflict when any conflict is detected;
etc.

We will also move the update of the RequiredChildConflict from syncChildren() in HC reconciler to HNS reconciler.
