fetch external kubebuilder binaries

When running tests for this PR: #7
I get this error: "error": "fork/exec /usr/local/kubebuilder/bin/etcd: no such file or directory"

We need to fetch kubebuilder binaries like done for cluster-api: https://github.com/kubernetes-sigs/cluster-api/blob/master/scripts/ci-test.sh#L26

i'd say scope the fetch to verify-gotest.
