This omits the Environment:cloud: https://github.com/kubeflow/tf-operator/blob/a7be53607640aea90645adcc7212f6d05feb4b62/pkg/controller.v2/controller_tensorflow.go#L72

This is causing tensorflow to be not-distributed.
