I'm seeing this error in kubeflow-tf-operator-presubmit-v1-688-b6c16a9-754-67d9.setup-cluster

According to this comment googleapis/google-api-python-client#299 (comment) if can be fixed by adding cache_discovery=False in our testing/test_deploy.py script line 352.
