Refactor code in py into a proper python package #114

The code in py is shaping up to have some useful python functions that we might want to reuse in examples/notebooks. It might be nice to refactor that into a proper python package that gets published as part of our releases to make it easier to reuse.

I suggest tfk8s for the package name.

Interested might be quick, do you want something like what is used for tensorflow or something simple like adding setup.py to the root of the project or to release?

Something like simple like adding a setup.py and then modifying the release process to build and publish the pip package to GCS or pypi (if its easy).
