License Compatibility Has No Functioning Test Suite

Currently the License compatibility functionality has no function test suite. There are deprecated tests in the /test/deprecated_tests/ that can be used as a base for creating new tests. These however are using the jest framework which at this time could not work on the intended eceprog builder server. Current tests use the mocha framework.
