As watching is implemented in the bin / CLI of Mocha, so watching could be enabled by extending that - possibly by monkey-patching the Mocha library while loading its CLI.

Because of mochajs/mocha#2706 (comment) the client must be adjusted to create a new Mocha instance for every run.
