[maven] Require maven 3.6.3 or better per maven policy

maven has flagged all before 3.6.3 to be obsolete and suggested all go to 3.6.3. All core plugins already require it.

Was in user group but read top here https://maven.apache.org/docs/history.html Currently, plugins provide Maven API compatibility down to 3.2.5. New plugin releases will require Maven 3.6.3 or later. See Maven Plugins Compatibility Plan<https://maven.apache.org/developers/compatibility-plan.html> for more details. * In April 2023, Maven before 3.6.3 has been marked as EOL<https://maven.apache.org/docs/history.html#maven-3-6-x-and-before>, meaning that plugins should use 3.6.3 as minimum All maven core plugins and many now owned by maven require 3.6.3. Try the compiler for example and anything older. It will fail telling user to use 3.6.3 or better. I own about 10 myself and they all require 3.6.3 as well.
