3正式リリースまでにできるだけ更新していく

config.yml.sample: imgmath追加
format_idg.ja.md: tsizeのところを修正
pdfmaker.ja.md: review-jsbook.clsについてがTBDになっている
quickstart.ja.md: "3.0に基づいています"とするのと、review-updateについての記載
writing_vertical.ja.md: これそういえば試してなかった。review-*.sty系使えるのかな。実際使ってる人どのくらいいるのか…
jlreq/README.md: 全体に書き換える
