Don't block app reload if the app has access to a folder or file using FSA API #673

Currently we block reload (throw up a prompt) if the user isn't using the OPFS. But this is too wide-ranging, because in other cases the app can successfully reload without disconnecting the loaded archives, particularly when the app has access to the FSA API. This would reduce annoyance for users of modern browsers, while protecting those who would have to re-pick the archive after a reload.
