Transcribe information from the "Linters requirements" section of the root CONTRIBUTING.md file.

Delete that information from the CONTRIBUTING.md file and replace it with a link to this page in both the root an docs CONTRIBUTING.md files.

Coordinate with the owner of #996 to determine how to handle the information about markdownlint, which is currently discussed in the same file that discusses the tools used for the software although it is used for the documentation. An argument can be made for locating it in either location, with links to that material from the section where it is not included.
