[Tracking] Task Execution Provider for Containers

To execute tools as mentioned in #508 and other load/performance testing tools, it would be useful to be able to execute tasks in containers with the lifecycle toolkit. As we already have a similar implementation for Keptn LTS using the Job Executor Service, I'd propose to use a very similar implementation here.
