Bootstrap Keptn Scheduler

Goal

Create a scheduler that emits custom Keptn events for the deployments of Pods.

Acceptance Criteria

• When a Pod is scheduled, the Keptn Scheduler should emit a "Waiting Pre-Deployment" Event as a K8s event

DoD

• Pods can successfully run with the Keptn Scheduler
• "Waiting Pre-Deployment" events are visible in the K8s Event Stream
