[Tracking] Promotion Task

Goal

As a Keptn user, I want to have a dedicated way to promote my GitOps enable app to the next stage in my environment.

Details

Create a new lifecycle phase after the post deployment phase that is dedicated to the promotion of gitops apps.
Add a new list of tasks to the KeptnAppContext called PromotionTasks that lists all tasks that need to be executed as part of the promotion.
