Can Toolkit modify deployments?

For example: If I request a deployment of 3 pods and provide SLOs, can KLT first deploy 1 pod and say "running with 2 pods meets your SLOs, do you really need 3? This will save you money, energy and resources".

The end result should always be a "right-sized" environment. just because I requested 3 doesn't mean I know what I'm doing. It also leads to incorrectly sized clusters and cluster that are too "expensive" (in all senses of the word).
