SVG Cursor support

SVG cursor support is on the way to becoming standardized, and KDE recently implemented one of these standards. It'd be nice to support this in this cursor pack, especially since the "source" for these cursors is vector graphics.

They're also asking for feedback on the proposed standard.

The other competing standard is that used by hyprcursor, and I think it'd be perfectly understandable if you would like to wait till the standard makes it into XDG & co. before implementing it here.
