Proposal

Deprecate the NATS Streaming Server (aka Stan)

Use-Case

It seems that NATS Streaming Server (aka Stan) is deprecated: https://nats-io.gitbook.io/legacy-nats-docs/nats-streaming-server-aka-stan

For this reason I want to deprecate the Stan scaler according to the two-release policy
