Thresholds are not working #27

I see that #14 was closed but this seems to have re-emerged as an issue along with the inability to create HTML/XML reporting.

When running a build i have set the Threshold to fail the build on all issues with a count of 1:

The build runs and passes with success despite their being more than a single issue in the created report:
