Updated build to use Lift 3.1-M3 WIP Adding Bootstrap v4.
WIP Bootstrap v4 is still in alpha 6. When beta 1 is out we probably need to change the dropdown menues snippets and switch from tehter to popper.
Replacing un-published v1.11.0 with v1.12.3 now used by bootstrap v4 beta2.
Updating poppper.js to v1.12.3
Adding FontAwesome v4.7.0
