Allow to control port range for cote

Each cote component listens to a dynamically allocated port so that when there is a lot of services it can lead to conflict with statically defined ports by other apps. As cote relies on portfinder for this we should at least allow to specify the base port. Indeed, by default it starts at 8000 while 80xx ports are commonly used ones.
