This is not what Github issues are for. There are instructions in the forums. https://www.pioneer2.net/community/threads/tethealla-server-setup-instructions.1/

If they don't have what you're looking for, make an account and ask in the appropriate place (they have labelled forums for different things). The developers will eventually answer, and even helped me add a modification for my LAN server a few years back, despite not liking what I wanted to do.
